After weeks of an upward trajectory, the Chicago Bulls stumbled on a low-energy night as they dropped a 109-95 loss to the Cleveland Cavaliers on Saturday. The Cavaliers were missing the majority of their starters due to injury, but the size of their secondary rotation was enough to disrupt the Bulls and snap a three-game win streak. Despite the loss, the Bulls still sit 10th overall in the Eastern Conference — a small but important step up in the standings. Here are four takeaways from the game.1. Offense is out of sync as 3-point shooting dipsAfter weeks of playing a high-tempo, high-assist style, the Bulls got stuck in a stymied offense against the Cavaliers. The ball moved more slowly as players like Coby White struggled to find their shot from behind the arc.The Bulls went 8-for-35 (22.9%) from 3-point range. White went 0-for-8 in his first game without a 3-pointer since Nov. 17.“I hate to say it, but it’s just one of those games,” DeMar DeRozan said. If a rental unit in Ontario is found to be “illegal” in some way, tenants could face eviction – but they still have rights and proper procedures must be followed. What makes a unit “illegal”?Kevin Laforest from Scarborough Community Legal Services says a unit can be deemed illegal if it fails to meet certain city or fire code standards.“The two common things that we’ll see is either the fire department has come in to do an inspection and found concerns with respect to the fire code – could be that there aren’t proper egresses in and out of a unit, especially for basement units. It could be that the fire systems are not up to code. Or the city has actually come in and said that part of the unit was built without proper permits and therefore it has to be reverted back to its original state,” he says. The city or fire department will then issue the landlord an order detailing the infractions and the work required to rectify the issues...Second suspect arrested in theft of Banksy stop sign artwork featuring military drones

LONDON (AP) — A second suspect was arrested in the alleged theft of a work by the elusive street artist Banksy of a stop sign adorned with three military drones, London police said Sunday. A man in his 40s was in custody on suspicion of theft and criminal damage, the Metropolitan police said. A suspect in his 20s who was arrested Saturday was released on bail.Witnesses who arrived at a street corner Friday in the south London section of Peckham less than an hour after Banksy posted a photo of the work on Instagram said they were stunned to watch a man with bolt cutters remove the sign as another man steadied a bike he stood on.The incident was captured in photos and video. Much of Banksy’s political and satirical art is critical of war, and many of his followers interpreted the work as calling for a cease-fire in the Gaza Strip. Edward LottermanAt times issues that are minor and short-term in themselves can illuminate broader tradeoffs or principles. That is true for the mayor and city council of St. Paul choosing to spend $1.1 million to wipe out city residents’ unpaid debt to medical providers worth a nominal value of over $100 million. This will benefit some 43,000 city residents, improving their credit and thus their access to modern payment systems and to needed services. It is proposed as a one-time deal that is purported to not burden city taxpayers. The funds come from the American Rescue Plan, the huge federal spending play passed in the COVID-era first weeks of the Biden administration. This was intended to minimize recessionary drops in national output and household incomes as the epidemic throttled the U.S. market economy.St Paul got $166 million and has to spend the small fraction not yet used.To put things in context, $1.1 million is 0.6% of the funds St Paul received via this legislation. ...Santa makes Christmas Eve visit to NEWS10 ABC
