ST. LOUIS – Changes are underway in jails across the St. Louis region following a killer’s daring escape in Pennsylvania. That killer is now back in custody after a near two-week manhunt, while detention centers here are immediately asking if it can happen here.We began inside the St. Charles County Department of Corrections in an area similar to where the Pennsylvania convict escaped.“It’s called our urban yard,” Corrections Director Dan Keen said. “We start out with the worst-case scenario. RED BUD, Ill. – There are big concerns in a small town in Randolph County, Illinois, about a man accused of setting someone on fire and killing them.People in Red Bud, Illinois, about 35 miles southeast of St. Louis, fear Shawn Porter may be freed from jail on Monday while awaiting trial.Monday is the day Illinois becomes the first state in America to ban cash bail.Porter, 48, is charged with a single count of first-degree murder.Court documents say he set his neighbor, Donald Steibel, 76, on fire at Steibel’s home in June. A standoff ensued at Porter’s home, a half block away, according to authorities. Porter allegedly threatened police and threatened to set his home on fire before surrendering.Multiple Red Bud residents told FOX 2 they fear Porter’s potential release. Surveillance cameras captured three smash-and-grab suspects storming into a Newport Beach jewelry store and getting away with an estimated $260,000 worth of high-end watches last week. The robbery at Jewelers on Time, located in the 100 block of Riverside Avenue, happened on Sept. 8 at around 4 p.m., according to a store employee. Surveillance footage shows three masked suspects in black clothing rush into the jewelry store as man inside the store, who was wearing a yellow shirt, appeared to be holding the security gate open. One of the thieves uses a hammer to shatter the glass display cases while the other two suspects begin snatching trays of watches and putting them in bags. A dog is uninjured and in "safe keeping" after its owner flipped his vehicle during a police pursuit in Buena Park Wednesday night.According to the Buena Park Police Department, around 11 p.m., officers attempted to stop a Dodge Charger that was involved in a street race in the area of Beach Boulevard and Crescent Avenue.The Charger sped off on the 91 Freeway reaching speeds of 100 mph, leaving police behind as officers canceled the pursuit for safety concerns.But as they were exiting the freeway to turn back to Buena Park, officers came across a man chasing his dog on an off-ramp.Police then discovered the same Charger that was involved in the pursuit was upside down nearby, having apparently flipped at some point during the high-speed escape. The Los Angeles Police Department is asking for the public's help for any leads related to a woman's murder inside an apartment in downtown L.A.Maleesa Mooney was found dead inside her apartment on the 200 block of South Figueroa Street around 4 p.m. Tuesday.LAPD officers were dispatched to the apartment for a welfare check and discovered Mooney's body inside. Police did not release any details about possible injuries and her cause of death is under investigation by the Los Angeles County Coroner’s Office.Police have confirmed, however, that her death is being investigated as a murder.The LAPD Central Bureau Homicide unit is leading the investigation and requesting anyone with information to come forward. (BCN) -- Two suspects are in custody in connection with a shooting that killed a boy and injured a man in July near San Jose State University, police said Thursday. Rodolfo Stagi, 19, and a juvenile suspect allegedly shot the two victims shortly before 9 p.m. on July 8 in the area of East William and South 10th streets, according to San Jose police. Police: Man who threatened San Jose school as hoax arrested Both were hospitalized, but the boy died from his injuries. An investigation led detectives to identify the suspects and warrants were issued for their arrest. On Aug. 25, a police covert response unit located the pair in Morgan Hill, where they were taken into custody. Gavin Newsom’s administration permission to buy massive amounts of electricity, a move aimed at avoiding blackouts by shoring up the state’s power supply while jumpstarting the West Coast’s fledgling offshore wind industry.Five companies paid roughly $750 million last year to lease areas off the California coast to build wind turbines.
